2nd Mate Function
The Second Mate
(Foreign Going) Preparatory / Function Course is an advanced Competency course
designed for eligible Deck Cadets / Deck Ratings to prepare them for obtaining
the Certificate of Competency (COC) as Second Mate (FG) in accordance with STCW
Convention, Merchant Shipping Rules and DGS guidelines.
The course
develops the knowledge, understanding and proficiency required to perform the
duties of an Officer in Charge of a Navigational Watch (OICNW) onboard foreign
going ships. It provides comprehensive training in navigation, cargo
operations, ship stability, maritime legislation, safety management and bridge
watchkeeping.
Competency Outcome :
On successful
completion of the 2nd Mate (FG) Preparatory / Function Course, the candidate
shall be able to:
- Perform Officer in Charge of a Navigational Watch
(OICNW) duties in accordance with STCW Convention and DGS requirements.
- Plan and conduct safe navigation using terrestrial,
coastal and celestial navigation techniques.
- Use and operate navigational equipment including
Radar, ARPA, ECDIS, GMDSS and Bridge Equipment effectively.
- Maintain a safe navigational watch and comply with
COLREGs and Bridge Watchkeeping Procedures.
- Carry out cargo handling, stowage, securing and cargo
care operations safely.
- Apply principles of ship stability, trim, stress
calculations and ship construction.
- Implement maritime safety, pollution prevention and
environmental protection measures in compliance with IMO conventions.
- Demonstrate knowledge of SOLAS, MARPOL, STCW, ISM
Code, ISPS Code and Merchant Shipping regulations.
- Respond effectively to emergency situations,
including fire, abandon ship, search and rescue and onboard contingencies.
- Prepare for and qualify in 2nd Mate (FG) written and
oral examinations leading towards issuance of Certificate of Competency.
- Demonstrate professional competence to serve as Deck
Officer / Navigating Officer onboard Foreign Going vessels.
- Maintain safe operational practices, leadership and
teamwork onboard ships.
